We invite you to comment on Solvay's State Environmental Policy Act (SEPA) determination of nonsignificance (DNS) and draft National Pollutant Discharge Elimination System (NPDES) water quality permit.

Currently, Solvay sends its wastewater to the Nippon Dynawave pulp and paper mill, as described in the facility information below. It proposes:

  • Changing the permit to an NPDES permit for a new discharge through a new outfall to Longview's Consolidated Diking Improvement District No. 1 Ditch #5.
  • To begin discharging wastewater to the Three Rivers Regional Wastewater treatment plant instead of Nippon. The regional wastewater treatment plant discharges to the Columbia River.
We propose to develop this permit. The new discharge required a tier II antidegradation analysis to determine whether any potential lowering of water quality is necessary and in the public interest. The analysis is included in the application materials.

Facility information

This facility makes hydrogen peroxide. It sends wastewater to the Nippon Dynawave pulp and paper mill for treatment. The mill then sends the treated wastewater to the Columbia River.
